The information and labeling must be on the garment when it arrives at US Customs for customs clearance and importation.
For garments imported into the United States of America to undergo further processing, and thus in a semi-manufactured state, labeling is not compulsory but the information normally on the label must be shown on the invoice.
The information on washing and care refers to the ordinary care of the garment. It is important to note that the care and washing symbols valid in Europe are NOT valid in the United States of America.
Special rules apply to wool clothing. In particular, when selling sweaters, scarves or other cashmere/cashmere clothing in the United States, pay attention to the exact definition of what can be called cashmere/cashmere in America.
A note on Pashmina, a textile fiber of Indian origin. There is no textile fiber called "Pashmina" as distinct from cashmere/cashmere and therefore the textile label must state the fiber composition. It cannot simply say for example "100% Pashmina"
The regulations for importing fine wool clothing into the United States precisely define what constitutes wool fiber, for example:
The regulations governing imports to the USA require that the generic name of the synthetic fiber must always be used, e.g. 'Spandex'. Along with the generic name, if desired, the commercial name of the fiber may also be used, e.g.: "100% Lycra® Spandex"
In the same way that there are special rules for wool garments, there are special labeling rules for cotton garments to be imported into the United States.
America's clothing labeling legislation is designed to protect the consumer. The legislature has therefore put itself in the shoes of the 'normal' consumer who, when buying a garment, looks at the labels to see the quality and characteristics of the garment on sale.
Labels on garments sold in the United States must not contain statements that are false or ambiguous [if I say 100% cotton on the label, the garment must be made only of cotton]
Similarly, if I write 'all natural' on the label of a down jacket and put a picture of a goose next to it, I am implicitly asserting that the garment is made of 100% goose down.
Hang tags are the commercial labels, if you can call them that, i.e. not those sewn inside the garment, but those that are affixed to the garment externally at the point of sale and which typically include the size and price, among other things.
So even the so-called 'Hang Tags' on garments to be imported into the United States have to comply with precise regulations on what can and cannot be written and how to write it.
