There are three types of customs duties or fees:
The first step in figuring the duties to be applied to imports into America is classifying the merchandise according to the import codes used by the US Customs. To find out the duties applied for US Customs, one refers to the Harmonized Tariff Schedule, a table that classifies the goods to be imported based on the customs code. This code is 10 digits long, with the first 4 digits indicating the macro-category, and the remaining ones the various types of products within that category.
If the product to be imported cannot be found in the Harmonized Tariff Schedule table, one can contact the US Customs Service and submit customs paperwork including a detailed description of the goods, their intended use, the costs and percentages of the raw material and a sample of the merchandise. If some of the information needed to determine the duties is not available when the merchandise arrives, it is possible to estimate the customs duties due for exporting to the United States and reconcile the under- or over-payments within 15 months.
In addition to the normal duties mentioned above, sometimes anti-dumping duties (named for the practice of selling goods abroad at a lower price than that of their country of origin) or countervailing duties are added. This kind of duties are set in the United States by the International Trade Commission, which ensures fair treatment between importers and companies in the United States of America. Furthermore, sales taxes and a Harbor Maintenance Fee of 0.125% of the bill of lading (to be paid upon entry) are also applied to imports.
Products imported into America that are addressed to private parties or companies and have a value under $800 are exempt from duties and use a simplified duties procedure. On March 10, 2016, the US Customs updated its "De Minimis Fair Retail Value" from $200 to $800.

Recently, newspapers in Europe have been dominated by news of a possible increase in duties for goods imported to the United States. According to these press reports, the Trump administration should not discriminate against goods imported from abroad.
The reality is quite different.
The new administration's real goal is rebalancing trade with China and avoiding additional movement of production facilities from the United States and Mexico. The duties imposed on the Vespa Piaggio and French Roquefort cheese, however, are part of a WTO-approved package of punitive duties for not opening the European market to American meat. This is a measure that had already been approved by the Obama administration. Punitive duties set on steel imported from Italy to the USA, however, affects only two Italian manufacturing companies that were found in violation of agreements on state events.

Following the Airbus case, the WTO awarded countervailing duties to the United States, and this translates to 25% extra duties on the export of Italian cheeses like Grana and Parmigiano Reggiano, for example, and liquor. The change in administration resulted in a truce and the application of countervailing duties was suspended for four months, during which Europe and the USA will negotiate an alternative resolution of the commercial dispute.
