With COVID cases spiking across continental Europe, new lockdown measures are testing a fatigued and bewildered populace in many countries. The proposed ‘Digital Green Certificate’ would allow residents to travel freely across the bloc if they can prove they have been vaccinated, tested negative, or recovered from the virus. A penny-wise, pound-foolish response to ordering the vaccine and bureaucratic bungling has created a chaotic situation that threatens to undermine the fragile threads that hold the EU together. Some members like Greece have already gone ahead and drafted their own travel agreements with non-EU countries. Meanwhile, there is much hand-wringing about data protection, privacy rights, and blood clots. What a mess.
